Parliamentary Forums
Parliamentary Forums provide platforms to the members of the Parliament to have interactions with the ministers concerned, experts and key officials from the nodal ministries with a view to have a focused and meaningful discussion on critical issues with a result-oriented approach for speeding up the implementation process. There are around 8 parliamentary forums.
Objectives
- Sensitize members about key areas of concern as well as the ground situation, and provide them with the most up-to-date information, knowledge, technical know-how, and valuable inputs from experts both at home and abroad so that they can effectively raise these issues on the House floor and in meetings of various parliamentary committees.
- Prepare a database on critical issues that fall under the purview of each parliamentary forum, culled from various sources such as the ministries concerned, the United Nations, NGOs, the internet, newspapers, and so on, and distribute it to members so that they can meaningfully participate in the forums’ meetings.
Composition of the Parliamentary Forums
- The speaker of Lok Sabha is the ex-officio President of all the Forums except the Parliamentary Forum on Population and Public Health.
- Parliamentary Forum on Population and Public Health is headed by the Chairman of Rajya Sabha.
- Except for the Parliamentary Forum on Population and Public Health, where the Chairman of Rajya Sabha is the ex-officio President and the Speaker is the ex-officio Co-President, all Forums have an ex-officio President.
- The ex-officio Vice-Presidents of the respective forums are the Deputy Chairman of Rajya Sabha, the Deputy Speaker of Lok Sabha, the concerned Ministers, and the Chairman of department-related Standing Committees..
- Each forum has a maximum of 31 participants (excluding the President, Co-President, and Vice-President)
- Members of the forum serve for the same amount of time as their membership in the respective Houses. By writing to the speaker chairman, a member may also resign from the forum.
